Le rapport constate qu'une réelle démocratisation, voire réforme de l'état, ne serait possible que si les acteurs nationaux arrivent à surmonter leurs désaccords d'une manière consensuelle, tout en s'empêchant de recourir à la violence pour garder ou accéder au pouvoir.
