The Configuration adopted the Strategic Framework for Peacebuilding in Guinea-Bissau after a delay since July in agreement on the final text. The withdrawal of a main opposition party from the National Unity Government in late July and subsequent shuffling in the powersharing government resulted in delays in the framework process and revisions to the Strategic Framework document, notably the removal of all references to the National Political Stability Pact and the Parliamentary and Government Stability Agreement, which had resulted in the National Unity Government.

The text circulated at this meeting was later revised and adopted by the PBC as the Strategic Framework for Peacebuilding in Guinea-Bissau on 1 Oct 2008.
