Executive Summary
In resolution A/RES/60/180, the Peacebuilding Commission (PBC) was mandated to bring together all relevant actors to marshal resources and to advise on and propose integrated strategies for post conflict peace building and recovery. The same document recognizes that support from the Peacebuilding Support Office (PBSO) could include gathering and analyzing information relating to the availability of financial resources.

The Configuration adopted the Strategic Framework for Peacebuilding in Guinea-Bissau after a delay since July in agreement on the final text. The withdrawal of a main opposition party from the National Unity Government in late July and subsequent shuffling in the powersharing government resulted in delays in the framework process and revisions to the Strategic Framework document, notably the removal of all references to the National Political Stability Pact and the Parliamentary and Government Stability Agreement, which had resulted in the National Unity Government.

The OECD undertook an SSR in-country consultation in Guinea Bissau between the 17-20 March 2008. The consultation was financed by the UK (DFID) and logistically supported on the ground by the European Commission (Stability Instrument). The consulation was held with the Guinea Bissau SSR Steering Committee, the SSR Technical Committee and civil society representatives.

The Configuration was expected to adopt its Strategic Framework at the meeting, however, events in Guinea-Bissau, particularly the withdrawal of a key opposition party from the powersharing government, delayed agreement on the document. The text circulated at this meeting was later revised and adopted by the PBC as the Strategic Framework for Peacebuilding in Guinea-Bissau on 1 Oct 2008.

The PBC Guinea-Bissau Configuration formally adopted the Strategic Framework for Peacebuilding in Guinea-Bissau, which had largely been agreed to in July.
